4 employees, 2 citizens cited during Redding Minor Decoy operation

REDDING, Calif. — Four Redding business employees and two citizens were cited for selling or furnishing alcohol to minors during a two-part “Minor Decoy” and “Shoulder Tap” operation yesterday evening, Wednesday, Aug. 26.

The operations, which often utilize Police Explorers as decoys, are meant to target adults willing to either sell or purchase alcohol for people less than 21 years of age.

Redding police officers and Alcohol Beverage Control (ABC) agents conducted the decoy operation from 5 p.m. to 9 p.m. within the City of Redding, according to Shasta County Sheriff’s Sgt. Montgomery; who said officials were aided by minors working under the direct supervision of officers.

During the four-hour Minor Decoy part of the operation, the juveniles attempted to purchase alcohol from retail licensees; while the Shoulder Tap operation involved minors who stood outside liquor or convenience stores and asked patrons to buy them alcohol after indicating they were underage and could not purchase the alcohol for themselves.

A 58-year-old employee at Win River Mini Mart was one of four Redding business employees cited for selling alcohol to a juvenile working with officials during last night’s four-hour Minor Decoy and Shoulder Tap operation.

During the Minor Decoy part of last night’s operation four store clerks were cited for selling alcohol to a minor:

  • Brian Keith Munson, 58, of Redding, at Win River Mini Mart, located at 24155 S. Bonnyview Rd.
  • Roswell Christopher Weichers, 28, of Redding, at Smart Stop Market, located at 4560 Westside Rd.
  • Tyler Jordan Carson, 25, of Redding, at AMPM, located at 4670 Churn Creek Rd.
  • John Patrick O’Neill, 42, of Redding, at 76 Station, located at 2220 Westside Rd.

During the Shoulder Tap part of the operation two individuals were cited for furnishing alcohol to a minor:

  • Daniel Eric Gunter, 47, of Redding.
  • Gregory Charles Hunter, age 33 of Irvine.

Store employees who sell alcohol to a minor face a minimum fine of $250, and/or 24 to 32 hours of community service for a first violation, according to Montgomery.

In addition, ABC will take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor. That may include a fine, a suspension or the permanent revocation of the license.

The penalty for furnishing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.

Trevor Montgomery, 48, moved in 2017 to the Intermountain area of Shasta County from Riverside County and runs Riverside County News Source and Shasta County News Source. He finished his career while working as a Sex Crimes and Child Abuse Investigator and was a court-designated expert in child abuse and child sex-related crimes.

Trevor has been married for more than 29 years and was a foster parent to more than 60 children over 13 years. He is now an adoptive parent and his “fluid family” includes 13 children and 16 grandchildren.
