31 Arrested Throughout Hemet And The San Jacinto Valley During Huge Central P.A.C. Team Compliance Operation

Subject: Saturation and AB109 Compliance Operation in the cities of Hemet, San Jacinto, and the unincorporated areas of Hemet.
On November 10, a joint enforcement operation was conducted in the Hemet/San Jacinto Valley. The operation consisted of saturation patrol, attempt warrant services, and compliance checks on subjects who live in the valley and are currently on Post Release Community Supervision (PRCS), Mandatory Supervision, Parole, and Probation in the cities of Hemet, San Jacinto, and the unincorporated areas of Hemet.

The massive operation consisted of 122 pro-active enforcement stops, numerous attempt warrant services, and countless compliance checks
These pro-active law enforcement actions resulted in the arrest of 31 individuals. Law enforcement officers also recovered five firearms, body armor, ammunition, a stolen vehicle, large quantities of methamphetamine, several pounds of marijuana and drug paraphernalia during the operation.
Throughout the operation, officers discovered numerous subjects who failed to provide accurate addresses as required as terms of their release, so warrants will be requested for those individuals and additional arrests will be made.
In 2011, Governor Brown signed Assembly Bill (AB) 109. It was Governor Brown’s solution for reducing the number of inmates in the state’s 33 prisons to 137.5 percent of design capacity by June 27, 2013, as ordered by the Three-Judge Court and affirmed by the U.S. Supreme Court.
Implementation of the 2011 Realignment Legislation began October 1, 2011. Under Riverside County Realignment, newly convicted “low-level” offenders without current or prior serious or violent offenses stay in county jail to serve their sentence, which increases the county jail population for each individual county. Those individuals released to the counties were previously supervised by State Parole Agents are now being supervised by county probation officers, thus putting an impossible strain on county probation officers, according to many.
Riverside County public safety agencies formed multi-agency task forces, such as the Central P.A.C. Team, to ensure that those individuals on Mandatory Supervision (also referred to as split sentence) and PRCS (Post Release Community Supervision) are in compliance.

Central P.A.C. Team was originally formed in February of 2012 with participating agencies which included Hemet Police Department, Palm Springs Police Department, Desert Hot Springs Police Department, Beaumont Police Department, Cathedral City Police Department, Riverside Co. DA’s Office, and Riverside Co. Probation Dept.
In May 2013, East P.A.C. Team was formed with primarily desert law enforcement agencies. West P.A.C. Team was also formed with law enforcement agencies in western Riverside County.
Currently, the Central P.A.C. Team participating agencies are Hemet Police Department, Beaumont Police Department, Murrieta Police Department, Riverside County Probation Department, Riverside County Sheriff’s Department-Lake Elsinore Station, and the Riverside County District Attorney’s Office-Bureau of Investigations.
Of those who were arrested, more than half, (16 of the 29 adults arrested) were on PRCS (Post Release Community Supervision).
