REDDING: Felon arrested after early-morning report of domestic disturbance, shots fired

REDDING — A man with a felony record who is on probation for burglary was arrested after reports of a loud, early-morning argument and shots fired at a residence brought officials to a residence July 17. The incident and subsequent arrest happened in the 3500 block of Ricardo Avenue, west of I-5 and south of Layton Road, in Redding.

After an investigation, Redding PD officers arrested Sir Paul Allen Flagler, 27, of Redding. He was booked into Shasta County Jail on suspicion of possession of a firearm and ammunition by a felon. He was also booked on a probation violation as well as a felony warrant. He remains in custody, held without bail.

The investigation began at 3:48 a.m., when officers responded to a report “of a disturbance that sounded like multiple subjects arguing,” Redding Police Sgt. Shawn McGinnis explained in a written press release after the incident and arrest. “The reporting party said two gunshots were also heard from the area.”

Officers approached the area on foot and “focused their efforts” on a residence that had a “previous history of disturbances,” said McGinnis.

Officials made contact with a man and woman at the residence who admitted to them that they had been involved in a verbal argument. The couple denied there had been a shooting or shots fired at the residence and denied there were any firearms at their home.

During their investigation, officers determined the male subject, who they identified as Flagler, was on felony probation for burglary and was prohibited from being in possession of firearms or ammunition.

When officers searched the residence they located two firearms, including a 12 gauge pump-action shotgun and a semi-automatic .22 rifle. Officers also located live ammunition for both firearms inside the home.

While officers were conducting their investigation, a neighbor approached them to report that her parked vehicle and residence were struck by bullets during the incident, according to McGinnis.

“One bullet struck her vehicle’s right, rear door, while the other bullet hit the front window of her house,” McGinnis explained. “The bullet strikes did not appear to match the firearms that were located during the search of Flagler’s residence. Officers were unable to determine who had fired the shots that struck the residence and vehicle.”

Based on their investigation, officers arrested Flagler. Their investigation is active and ongoing.
