REDDING: Woman arrested after allegedly carjacking construction vehicle

REDDING — Authorities arrested a woman they allege carjacked a running truck from a construction site Tuesday, October 10. A construction worker who attempted to stop the woman was injured when he fell from the moving vehicle as the suspect drove away from the site.

The incident began in the area of Placer Street and Buenaventura Boulevard in Redding and later ended when the woman fought with officers but was ultimately arrested just west of the city limits, according to police officials

Alice Kelsey, 46, of Redding was later booked into the Shasta County Jail in Redding for carjacking, assault on an officer and resisting arrest.

The investigation began when officers were dispatched to the construction site shortly before 10 p.m., after an employee with Axner Construction reported the vehicle theft.

When they arrived officers learned a woman, who was later identified as Kelsey, jumped into the running construction truck near the intersection and attempted to drive away. An employee with the construction company attempted to stop Kelsey and pull her from the truck; however he fell from the moving vehicle as Kelsey sped off at a high rate of speed. He was later treated for minor injuries.

During their investigation, Officer Duval located the truck just west of the city limits. Upon closer inspection, the officer determined Kelsey had abandoned the vehicle. Responding officers requested assistance tracking the suspect from one of the Department’s K-9’s.

K-9 Handler Officer Tracy arrived with his K-9 partner Nord, who quickly picked up Kelsey’s scent and began tracking the carjacking suspect. Officer Tracy and K-9 Nord eventually tracked the woman to a nearby field, just as an area resident called 911 to report spotting “a female prowler” near their home.

As officers moved in to detain Kelsey for further investigation, Kelsey violently resisted their efforts and reportedly kicked officers several times. She was eventually detained and later arrested after witnesses to the carjacking positively identified her as the person who had carjacked the construction vehicle.
