On Friday, December 8, 2017, at approximately 12:41 pm, Thermal Station Deputies, assigned to the Southern Coachella Valley Community Services District Team, continued their investigation into on-going metal thefts from the farming communities of Thermal, Mecca and Oasis. District Deputies located a suspicious person on the 89500 block of Avenue 78, near Harrison Street.
35 year-old Mecca resident Ramiro Valladares, was arrested for felony vandalism, metal theft, and possession of burglary tools. The deputies are continuing their investigation into recent metal thefts in the area.
Anyone with information regarding theft of metal and agricultural products is encouraged to contact Deputy Lopez at (760) 863-8990. Deputies assigned to the Southern Coachella Valley community Services District Team are working closely with the farming Communities of Thermal, Mecca, and Oasis to investigate and apprehend suspects related to these crimes.

A 63-year-old victim called to report that her 70-year-old husband went outside to check on their residence after hearing what they believed to be someone breaking into their home in Jurupa Valley.
The 70-year-old husband armed himself with his legally owned firearm and went outside to investigate. He found a suspect who was armed with a crowbar, trying to break inside their home. The 70-year-old victim held the burglar at gunpoint until deputies arrived.
Deputies arrived within four minutes and arrested 34-year-old Jose Rodriguez of San Bernardino, for burglary, possession of burglary tools, and an outstanding arrest warrant. Rodriguez was booked at the Robert Presley Detention Center.

During the months of October and November 2017, members of the Palm Desert Burglary Suppression Unit (BSU) investigated a series of residential burglaries that occurred within the 76500 block of County Club Drive, Palm Desert.
After a lengthy investigation members of the Palm Desert Burglary Suppression Unit identified 27-year-old, La Quinta resident, Marshall Karlquist as the suspect involved in the burglaries. On December 7, 2017, at about 5:00 PM, Marshall Karlquist was located and arrested for multiple residential burglaries, committing felonies while out on bail, and violation of probation. Marshall Karlquist was transported and booked into the Indio County Jail.

Sheriff Stan Sniff promoted Lieutenant David Kurylowicz to the rank of Captain this morning, December 8, 2017, in Riverside. Captain Kurylowicz will command the Moreno Valley Station, where he will be responsible for police services in the contract city of Moreno Valley, unincorporated County area within the Moreno Valley Station’s jurisdiction, and the March Air Reserve Base. In this capacity, Captain Kurylowicz will serve as the Chief of Police for the city of Moreno Valley. Captain Kurylowicz is replacing Joel Ontiveros, who is retiring following a 30-year career with the Riverside County Sheriff’s Department.

The City of Moreno Valley has expressed their support for Captain Kurylowicz’ new assignment as the Commander of the Moreno Valley Station. Moreno Valley’s City Manager, Michelle Dawson stated, “As contract partners with the Sheriff’s Department, the City valued the opportunity to participate in the selection process for Moreno Valley’s next Police Chief. While extremely impressed with Captain Kurylowicz’ experience, education and law enforcement expertise, I was particularly moved by the deep understanding and compassion he shows for our community. Having grown up in our City and served in our Police Department, David is uniquely suited to succeed in this key leadership position. We look forward to welcoming him to Moreno Valley’s executive team.”
Captain Kurylowicz is a twenty-five year veteran of the Riverside County Sheriff’s Department. In September of 1992, Captain Kurylowicz began his career with the Riverside County Sheriff’s Department as a Reserve Deputy at the Moreno Valley Station. In June of 1996, Captain Kurylowicz was promoted to Deputy Sheriff where he held numerous assignments at the Robert Presley Detention Center (RPDC), Ben Clark Training Center (BCTC), and the Hemet Station serving the respective communities.
In October of 2003, Captain Kurylowicz was promoted to Sheriff’s Corporal within the Hemet Station. In September of 2004, he was promoted to Investigator and transferred to the Moreno Valley Station where he specialized in property crimes. Captain Kurylowicz is also specialized in MedicoLegal Death Investigations. In January of 2005, Captain Kurylowicz was transferred to the Personnel Bureau where he conducted backgrounds on potential future law enforcement officers.
In December of 2005, Captain Kurylowicz was promoted to Sergeant and held various assignments at the Hemet Station, Lake Elsinore Station, and Personnel Bureau. During his time as a Sergeant, Captain Kurylowicz is known for providing excellent leadership which successfully led to numerous arrests in one of the largest casino heists to date, totaling more than 1.5 million dollars.
In September of 2012, Sheriff Sniff promoted Captain Kurylowicz to the rank of Lieutenant. As a Lieutenant, Captain Kurylowicz has managed operations over the Coroner’s Bureau, Sheriff’s Dispatch, and his most recent assignment as of April of 2017 overseeing Patrol Operations for the contract city of Moreno Valley.
Throughout his career, Captain Kurylowicz has created curriculum and taught at the Ben Clark Training Center covering an array of law enforcement-related topics. In addition to instructing, Captain Kurylowicz was awarded his department’s highest award, the Medal of Valor, for saving his partner’s life during a critical incident. Captain Kurylowicz was also a member of the Hostage/Crisis Negotiator Team commencing as a Deputy Sheriff through the rank of Sergeant where he was designated as the team leader overseeing the unit’s operations.
Captain Kurylowicz earned his Associate Degree in Criminal Justice from the Moreno Valley College, a Bachelor’s Degree in Education from the Southern Illinois University, and a Master’s of Business Administration (MBA) with a Criminal Justice Concentration from Trident University, which he graduated Magna Cum Laude. He is a graduate of the Sherman Block Supervisory Leadership Institute (SBSLI), Phi Theta Kappa’s International Public Safety Leadership and Ethics Instructor Course, and is a graduate of the prestigious POST Command College. In addition to his fulltime Peace Officer career, Captain Kurylowicz is celebrating his 15th year of marriage and being a father of two adopted boys. He enjoys sushi and is an avid Star Wars fan.

The Moreno Valley Police Department, in cooperation with a local business, conducted an educational program regarding driving under the influence of alcohol. One goal of the program, titled “Know Your Limit,” was to educate patrons about how each drink affected their level of intoxication.
With the cooperation of Applebee’s Bar and Grill, officers were allowed inside the establishment and voluntary alcohol screening tests were offered to patrons. After the tests, information regarding their level of intoxication and possible impairment were given to the patrons.
The operation was conducted between 6:00 P.M. and 11:00 P.M., and a total of 29 people participated in the event. Through its cooperation with this program, Applebee’s Bar and Grill has shown their commitment to the safety of their patrons and the community.
The Moreno Valley Police Department wishes to remind you that if you choose to drink alcoholic beverages, please designate a sober driver before getting into a vehicle.

On Friday, December 7, 2017, at 8:47 P.M. The Coachella Police Department responded to a traffic collision on Harrison Street and Westerfield Way in the City of Coachella. A 2001 BMW sedan was traveling Northbound on Harrison Street when the driver collided with a 2004 Ford Expedition. The driver of the BMW sedan was determined to be Gilberto Andrade, 24 of Mecca. Andrade was suspected to be driving under the influence. Charges will be filed against Andrade for driving under the influence.

On December 7, 2017, the San Jacinto Police Department in conjunction with the Post-Release Accountability and Corrections Team (PACT), conducted compliance checks of subjects on Post Release Community Supervision (PRCS), as well as subjects who are on mandatory supervision. The compliance teams consisted of personnel from the Central PACT Task Force, Riverside County Sheriff’s Department, Riverside County Regional Gang Task Force, Riverside County Probation Department, Riverside Auto Theft Interdiction Detail (RAID), Murrieta Police Department Special Enforcement Team, Beaumont Police Department Multi Enforcement Team, Hemet Police Crime Suppression Unit, Sexual Assault Felony Enforcement (SAFE) Team, Riverside County District Attorney Gang Intelligence Task Force, San Jacinto Police Investigations Bureau, California Highway Patrol, California Department of Corrections & Rehabilitation Special Services Unit, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Border Patrol, Federal Bureau of Investigations (FBI), among other local and state partners. The compliance checks were conducted in the cities of Hemet and San Jacinto, and the surrounding communities in the unincorporated county area.
A total of ninety-two searches were conducted. The following subjects were arrested and booked into the Riverside County jail, located in the city of Banning, for the listed charges:
- 20-year-old, Steven Kirkwood of Hemet: Violation of Parole
- 22-year-old, Christian Alvarez of Hemet: Violation of PRCS terms

- 38-year-old, Tawny Garcia of Menifee: Unlawful possession of a firearm and possession of methamphetamine

AB 109 has shifted the burden of supervision responsibilities for many offenders released from state prison from state parole to the probation department. In an effort to improve oversight and accountability for this population, Riverside County is working in collaboration with local law enforcement agencies to enforce terms of supervision and actively pursue offenders who are non-compliant with their terms of release with the goal of reducing crime in our local communities. On Tuesday, December 5, 2017, about 10:50 a.m., deputies from the Eastvale Police Department were dispatched to a residence located in the 13000 block of Dellbrook Street, in the city of Eastvale, reference a reported burglary.
Upon arrival, deputies determined three suspects had burglarized the residence and fled the location in a black Mercedes. A broadcast of the suspect information and vehicle description was made. Deputies from the Norco Sheriff’s Office, located the black Mercedes around Hamner Avenue and 4th Street, in the city of Norco. The three suspects abandoned their vehicle and fled from the deputies to evade immediate capture.
Deputies located one of the suspects, who was hiding in the thick brush on the I-15 embankment, by utilizing a K-9. The suspect was apprehended by the K-9 and was bitten. The suspect was transported to the hospital and treated for his injuries. A Norco resident reported seeing a suspicious person around the 2700 block of Hamner Avenue in the city of Norco. Norco and Eastvale deputies responded to the area. The suspect fled from the deputies a second time. The suspect was located and taken into custody in a nearby business complex with the assistance of the Aviation Unit and K-9 deputies. The third suspect was not able to be located.
The two suspects who were arrested were identified as Terrion Arnold, age 18, and DeAnthony Harris, age 18, both from the city of Eastvale. Arnold and Harris were arrested for 459 PC (Burglary) and booked into the Robert Presley Detention Center.

On Wednesday, December 6, 2017, about 12:30 p.m., Investigators from the Eastvale Police Department conducted further investigation, which led to a search warrant being served in the 12000 block of Kern River Drive, in the city of Eastvale. During the search warrant, additional stolen property, and an illegal butane marijuana honey oil lab operation was discovered. The Riverside Sheriff’s Department’s Special Investigations Bureau, responded and processed the honey oil lab operation. The suspects arrested during the search warrant and were booked into the Robert Presley Detention Center were identified as follows:
- Todd Adamson, age 41, of Eastvale. Charged with 11379.6 HS (Manufacturing of controlled substance), 29800 PC (Felon in possession of a firearm), 1203.2 PC (Violation of probation) and 273A PC (Child Endangerment)
- Jacki Mosley, age 49, of Eastvale. Charged with 11379.6 HS (Manufacturing of controlled substance), 273A PC (Child Endangerment).

On Monday, July 6, 1992, Clyde Gregory Hayward 41 years old, of Palm Desert, was reported missing by his girlfriend who said she had last seen him the afternoon of July 3, 1992, when they made plans to see each other later that evening. Hayward did not show up for their date and was never seen again. On July 19, 1992, Hayward’s truck was located abandoned on Highway 95, just north of mile marker number 26. Evidence of a shooting and dried blood were located nearby. Hayward’s girlfriend believed that her employer may have had something to do with Hayward’s disappearance. This belief was because her employer had asked her to marry him, before Hayward went missing, and she had declined his request. Her employer was also aware of her relationship with Hayward.
The case went cold shortly thereafter until May 20, 2014, when human remains, originally found buried in a streambed in Clark County, Nevada, in February of 1993, were positively identified, through DNA, as those belonging to Clyde Gregory Hayward.
In 2014, Central Homicide Unit Cold Case Investigators re-opened the case and submitted numerous items of evidence collected from the original investigation to a private, federally certified, laboratory for DNA analysis. Additionally, all fingerprint evidence collected in the original investigation was resubmitted to CAL-ID, for comparison to all known prints in the Automated Fingerprint Identification System (AFIS). By 2016, investigators learned that fingerprint evidence as well as DNA analysis from several cigarette butts collected at the scene of Hayward’s abandoned truck, matched a Russell Huber, now 59-years-old, of Las Vegas, an individual with close ties to Hayward’s girlfriend’s employer at the time he went missing.

In December of 2016, investigators from the Sheriff’s Central Homicide Unit presented their findings to the Riverside County District Attorney’s Office seeking charges of murder against Russell Huber. Investigators from both offices began re-interviewing original witnesses and associates of all parties involved. They visited the locations where Hayward’s body and truck were located and travelled to Oroville, California where records indicated Russell Huber was now living.
In February of 2017, Russell Huber was arrested for the murder of Clyde Gregory Hayward. Russell Huber has since been held to answer, by the court, for murder, lying in wait and special circumstances while in the commission of a felony. He remains in the custody of the Riverside County Sheriff’s Department.

Perris Police Department Is Arresting Drunk Drivers This Holiday Season

Perris, CA—This holiday season, The Perris Police Department will work around the clock to keep drivers and passengers safe as they search for impaired drivers. From December 15, 2017 through January 1st, law enforcement is partnering with the California Office of Traffic Safety (OTS) and National Highway Traffic Safety Administration (NHTSA) in a special year-end Drive Sober or Get Pulled Over enforcement mobilization to get impaired drivers off the street and to spread the word about this dangerous crime.
As part of the holiday enforcement campaign period, police, sheriff and the CHP will be deploying DUI Checkpoints and DUI Saturation Patrols during the upcoming 18-day DUI crackdown throughout the region. Perris PD is conducting both DUI checkpoints and DUI saturation patrols.
“This holiday season, drivers will notice increased enforcement watching closely for anyone who is driving impaired,” said Sgt. Strang, Perris Police Department. “It is vital that we keep our roads and our travelers safe, not just at the holidays, but every day. With extra travelers on the roads, and people attending holiday parties, we will likely see an uptick in drunk driving. We’ll be arresting anyone we catch breaking this life-saving law.”
Driving under the influence of alcohol can have deadly, devastating consequences. Nationally in 2016, 37,461 people were killed in motor vehicle traffic crashes, and 28 percent (10,497) died in crashes where a driver had a blood alcohol concentration (BAC) over the limit of .08. California reported 1,059 DUI deaths at .08 or above.
In recent years, California has seen an increase in drug-impaired driving crashes. Perris PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana use can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.
“Two simple words can keep your holiday festivities safe – plan ahead,” said OTS Director Rhonda Craft. “Before you head out to any celebration, plan how you are getting home safely. If you are drinking, that means knowing what sober driver or service will be using.”

free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more.

On Wednesday, December 6, 2017, at 7:45 a.m., deputies from the Perris Police Department responded to the area of Harley Knox and Patterson, in the city of Perris, regarding a major injury collision in the area. Deputies arrived on scene within minutes, along with personnel from Cal Fire, and learned a sedan had collided head on with a semi-truck. One of the drivers was trapped inside their vehicle and had to be rescued by Cal Fire personnel. Three people were transported to a local hospital, one with major injuries and two with minor injuries. West bound Harley Knox was shut down for several hours while officers conducted the investigation.
The driver with major injuries is currently in critical condition. At this time, alcohol does not appear to be a factor in the collision. The preliminary investigation revealed a vehicle was driving west on Harley Knox when it crossed into oncoming traffic and struck a semi-truck head on. The vehicle was then struck again by a vehicle travelling west on Harley Knox.

On Tuesday, December 5, 2017, members of the Riverside County Anti-Human Trafficking Task Force (RCAHT), received information from the Orange County Human Trafficking Task Force as to the potential whereabouts of a missing female juvenile. The child was identified as a 15-year-old runaway from the Fresno area. The child, who had been missing for the past month, was later found to have been posted for prostitution in numerous online classified advertisements. Over a four-week timespan, as many as 22 separate advertisements depicting the child were located in the counties of Fresno, Los Angeles, Orange, San Diego, and Riverside.
RCAHT Task Force Officers, working cooperatively with the Riverside Police Department’s Vice Unit, located a recent prostitution posting that appeared to depict photos of the missing child. Officers, acting in an undercover capacity, replied to the advertisement posing as a prospective sex buyer and negotiated for an act of prostitution. This led officers to a motel in the 10700 block of Magnolia Avenue in the city of Riverside where the child victim was located and taken into protective custody. Also, present and detained at the location were three adults who were in the accompaniment of the minor.
As a result of the investigation, all three adults were ultimately arrested and booked into the Robert Presley Detention Center in the city of Riverside. The adults were identified and charged as follows:
- Gabriella Ann Alvarado, 18, a resident of Fresno. Alvarado was booked on charges of human trafficking of a minor and pimping of a minor.
- Ramon Avina Chavez, 20, a resident of Fresno. Chavez was booked on charges of human trafficking of a minor, pimping of a minor, and several charges related to his possession of a loaded, concealable firearm with obliterated serial numbers.
- Alicia Monet Thao, 21, a resident of Viola. Thao was booked on charges of human trafficking of a minor and pandering.
All three suspects remain in-custody and bail for each has been set at $500,000.00.

The Riverside County Anti-Human Trafficking Task Force was formed in 2010 to address crimes involving the exploitation of victims via force, fraud, or coercion. These cases often involve the commercial sex trafficking of children, as well as incidents of forced labor, indentured servitude, debt bondage, or slavery. The RCAHT Task Force is a multidisciplinary task force which combines the investigative resources of both local and federal law enforcement. The RCAHT Task Force also provides victim services and education/outreach through partnerships with the non-profit groups Operation SafeHouse and Million Kids. The law enforcement component of RCAHT is currently composed of the Riverside County Sheriff’s Department, Riverside County District Attorney’s Office Bureau of Investigations, Homeland Security Investigations, the Federal Bureau of Investigation, the State Department’s Diplomatic Security Service, along with the part-time participation of the Hemet Police Department and Riverside Police Department.

Norco, CA – Some think if they just don’t show up for a court hearing, the police won’t have the manpower to come find them. If your violation is a DUI or traffic related, don’t count on it. On December 3, 2017, The Norco Sheriff’s Office, with dozens of outstanding arrest warrants, fanned out into neighborhoods in search of high risk DUI offenders and others with traffic related warrants. Officers served warrants and arrested offenders who either failed to show up for a court date or violated terms of their probation in an outstanding traffic-related case.
Those caught often face additional jail time for failing to appear in court or for violating probation. When family, friends, and co-workers find out, violators can also face personal embarrassment as they are led away in handcuffs, as well as missing work while sitting in jail.
Special Warrant Service Operations along with regularly scheduled ‘High Visibility’ DUI enforcement has a deterrent effect on those who disregard driving safely and abuse alcohol and drugs. The Norco Sheriff’s Office places a high priority on lowering deaths and injuries with the goal of removing impaired drivers and heightening awareness of the dangers of driving under the influence of drugs and alcohol.

In the early morning hours of Thursday, December 22, 2016, Michael James Horton, a resident of Norco, was walking on Hamner Avenue, in the city of Norco, when he was fatally struck by a vehicle. The driver of the vehicle fled the scene without stopping to render aid to Mr. Horton and did not call 911. Unfortunately, Mr. Horton succumbed to his injuries. One year later, this fatal hit-and-run traffic collision remains unsolved.
The Jurupa Valley Station Traffic Team and the Norco Sheriff’ Office is hoping to solve this case and bring closure to the family of Mr. Horton. This can only be done if someone is willing to do the right thing and come forward with information that will solve this case. The Norco Sheriff’s Office is asking for someone to come forward with a credible tip, or to admit they were the driver of the vehicle that night.

On Monday, December 4, 2017, at approximately 12:00 PM, a deputy from the Jurupa Valley Sheriff’s Station responded to the area of Bellegrave Avenue and Van Buren, in the city of Jurupa Valley, reference a previously reported stolen vehicle. The deputy responded to the area, located the occupied stolen vehicle, and attempted to conduct a traffic enforcement stop.
During the traffic stop, the suspect reversed the stolen vehicle into the patrol unit several times and a deputy involved shooting occurred. A vehicle pursuit ensued, and a short distance later, the suspect exited the vehicle and fled into the river bottom area near Riverdale Place. During that time, the suspect ignited the stolen vehicle as well as vegetation in the river bottom. Cal-Fire/Riverside County Fire responded and assisted Riverside City Fire with the vegetation fire. Fire personnel continue to work on extinguishing the fire.
With the assistance of the Riverside Police Department, the suspect was located, a brief struggle ensued, and the suspect was arrested. Two officers with the Riverside Police Department sustained minor injuries as a result of this arrest. The suspect was transported to a local area hospital for a medical evaluation. No citizens were injured during the incident. The deputy involved in the incident was taken to a local area hospital as a medical precaution. Investigators from the Riverside County Sheriff’s Departments Central Homicide Unit responded and assumed the investigation.
The suspect was identified as Clinton Althizer, 40 of Jurupa Valley. After receiving a medical evaluation he was booked into the Robert Presley Detention Center, in the city of Riverside, for assault with a deadly weapon on a peace officer, vehicle theft, possession of stolen property, attempted assault on a peace officer, evading, and arson.
The deputy involved in the shooting has been placed on administrative leave per Department policy. The involved deputy’s names will not be released at this time. The Riverside County Sheriff’s Homicide Unit identified the Temecula homicide suspect as a 40-year-old resident of Temecula, James Fortney. Fortney was booked at the Cois Byrd Detention Center for Voluntary Manslaughter.

On November 29, 2017, at 12:14 p.m., members of the Riverside County Sheriff’s Department assigned to the Temecula Station were dispatched to the 32000 block of Temecula Parkway in the city of Temecula regarding a stabbing. The adult male victim was treated at the scene but later succumbed to his injuries at a local hospital. The name of the decedent is being withheld pending notification of the next of kin.
Investigators from the Temecula Police Department and the Sheriff’s Central Homicide Unit responded to the location and assumed the investigation. A 40-year-old male resident of the city of Temecula was later arrested for the stabbing. There are no suspects outstanding and the investigation is on-going, no further information will be released at this time.

Trevor has been married for more than 27 years and was a foster parent to more than 60 children over 13 years. He is now an adoptive parent and has 13 children and 14 grandchildren.
