MEAD VALLEY: Man arrested after fatal shooting outside market
PERRIS — Sheriff’s officials have arrested a man they allege shot another man multiple times, Tuesday evening, July 31. The deadly shooting happened outside Midway Jr. Market on the 21700 block of Markham St., between Clark and Carrol Streets, in Mead Valley. There are no outstanding suspect at this time, according to officials.

After an initial investigation, officials arrested Arthur Daniel Laguna, 31, of Mead Valley. He was later booked into Cois Byrd Detention Center in Murrieta on suspicion of murder.
He was later transferred to Robert Presley Detention Center and remains in custody on $1 million bail and is scheduled to be arraigned at Riverside’s Hall of Justice, Aug. 3.
Deputies assigned to the Perris Sheriff’s Station were dispatched to the home shortly before 8:30 p.m.,after receiving reports of an assault with a deadly weapon, Riverside Sheriff’s Sergeant Ben Ramirez explained after the incident and arrest.
When deputies arrived at the market they found a man inside a white Infiniti sedan suffering from several gunshot wounds and immediately requested medical personnel to the scene. AMR soon arrived and rushed the victim to an area hospital, where he later succumbed to his injuries. The victim was identified by sheriff’s officials as 26-year-old, Perris resident, Jacinto Placencia.
“Within minutes of the original call, an additional call was received regarding the location of the suspect,” Mendez explained.
Assisted by a sheriff’s helicopter, deputies and CHP officers responded to the 20200 block of Hunter St., about three miles from where the deadly shooting happened, where they located the alleged suspect crawling on his hands and knees within the lanes of traffic, as vehicles swerved around him.
As a sheriff’s K-9 stood by the ready, nearly a dozen deputies and CHP officers, armed with handguns, shotguns, and patrol rifles, detained him at gunpoint without incident.
Deputies secured the crime scene and Perris Station and Sheriff’s Central Homicide Unit investigators responded to the scene and assumed the investigation, interviewing witnesses and processing the scene.
Deputies, investigators, forensic technicians and other officials were later seen documenting, photographing and collecting evidence at the scene and from inside the victim’s Infiniti, which sat in the southbound lane of Carroll St. with its four doors open. A child’s car seat and stroller could be inside the back seat of the sedan.
One person who said they witnessed the shooting later said the incident began near a handicap parking spot along the east side of the market. According to the witness, after being shot, Placencia attempted to drive away from the scene, but stopped in the middle of Carroll Street after driving over a curb and flattening at least one of the car’s front tires.
Officials have not specified if there is a known motive for the deadly shooting and citing their ongoing investigation have not released any further details.
