Already arrested 37 times, pair arrested again at Redding Library for drug sales, use

REDDING — A pair of Redding residents who have already been arrested 37 times between them, was arrested again Thursday, Aug. 16, after Redding police officers contacted them while they were loitering at Redding Public Library.

During the contact officials learned the pair had gone to the library with the intention of selling heroin to a woman. Officers had been patrolling the library due to reports of suspicious subjects loitering and suspected drug use and sales in the area.

After an investigation, officers from Redding PD’s Neighborhood Police Unit arrested 23-year-old, Angelica Renee Gilchrist and 50-year-old, Marty Lee Winn. They were later booked into jail on a variety of charges and probation violation.

NPU officers first spotted Gilchrist acting suspiciously while she was loitering near the library’s entrance. While speaking with the woman, they learned she and Winn arrived at the library together.

During the contact, NPU officers learned Gilchrist was on felony probation through Shasta County for possession of stolen property. Winn was found to be on Post Release Community Supervision through the Shasta County Probation Department due to a dangerous, 2009 pursuit, Redding Police Officer Garett Maxwell explained after the arrests. During the pursuit, Winn was wanted for a parole violation and was considered armed and dangerous.

Winn was eventually sentenced to 12 years in prison for the felony evasion but was released after serving just 8 years, according to Maxwell, who explained NPU officers are also familiar with the career criminal from an April, 2017 investigation where he was arrested for being in possession of approximately 6.5 ounces of methamphetamine. Winn is still awaiting trial for that case.

During last Thursday’s investigation, Winn – who has been arrested in Shasta County twenty-six times – admitted he was under the influence of methamphetamine, a violation of the terms of his PRCS probation.

During a search of Gilchrist pursuant to her probation terms, officers discovered she was in possession of suspected heroin consistent with narcotic sales.

Based on their investigation, officers arrested the pair.

Winn was booked into Shasta County Jail in Redding for violating the terms of his PRCS probation.

Gilchrist, who has been arrested eleven times, was also booked on suspicion of possession and transportation of a controlled substance for the purpose of sales and violation of her probation.

“Officers from the Redding Police Department are a small part of the justice system,” Maxwell later explained.  “We are diligently searching for criminal offenders despite the challenges we face as a result of Proposition 47, Proposition 57, AB109, and other changes in California Law.”

Trevor has been married for more than 28 years and was a foster parent to more than 60 children over 13 years. He is now an adoptive parent and his “fluid family” includes 13 children and 14 – but soon to be 16 – grandchildren.
