“Operation Boo” snags 3 sex offenders Halloween night
ANDERSON — Three Shasta County sex offenders were arrested last night, Wednesday, Oct. 31, during this year’s “Operation Boo.” The annual operation is aimed at ensuring one hundred percent compliance from sex offenders who are given special conditions to adhere to on Halloween night.

According to officials, those conditions can include a 5 p.m. to 10 p.m. curfew; orders that all exterior lights of their homes must be turned off so that it looks as if no one is home, which discourages children from approaching; they cannot put up any Halloween decorations, and cannot offer Halloween candy to children.

Additionally, some sex offenders on active probation or parole may have special conditions that prevent them from having any contact with minors, being in places where minors are present, or possessing pornography of any kind.
Anderson Police Department’s Problem Oriented Policing Unit teamed up this year with Redding Police Department’s Neighborhood Patrol Unit, Shasta County Probation Department, Shasta County Marshal’s Officer, and California Department of Corrections’ Adult Parole Unit
The annual operation was modeled after the California Department of Corrections Operation Boo, which has been conducted across the state for the last twenty-five years, according to Anderson Police Department.
During last night’s operation, parole agents teamed up with their local law enforcement partners and went out to conduct compliance checks on dozens of sex offenders in the cities of Anderson and Redding, APD officials said in a release the morning after the successful operation.
As part of the operation officials conducted thirty compliance checks and three sex offenders were ultimately arrested and later booked on various charges.
Most disturbingly, Sebastian Desean Frank Schneible, 23, of Redding, was arrested for violating the terms and conditions of his probation after he was discovered trick-or-treating – in full costume – at a children’s Halloween event at the Mt. Shasta Mall.
Additionally, Michael Lee Vaughn, 55, of Shingletown, and Donald Winzel Clovis Jr., 55, of Anderson, were both arrested. According to APD, Vaughn was arrested for violating the terms and conditions of his probation, and Clovis was arrested for an outstanding arrest warrant for failing to update his required registration information.
All three men were later booked into Shasta County Jail in Redding.

Trevor’s assignments included Corrections, Patrol, DUI Enforcement, Boat and Personal Water-Craft based Lake Patrol, Off-Road Vehicle Enforcement, Problem Oriented Policing Team, and Personnel/Background Investigations. He finished his career while working as a Sex Crimes and Child Abuse Investigator and was a court-designated expert in child abuse and child sex-related crimes.
Trevor has been married for more than 28 years and was a foster parent to more than 60 children over 13 years. He is now an adoptive parent and his “fluid family” includes 13 children and 14 – but soon to be 16 – grandchildren.
