Covid-19 coughing “chronic offender” sentenced to year in jail
ANDERSON, Calif. — A woman accused of walking around an Anderson Safeway “forcefully and purposefully” coughing on employees and shoppers during the COVID-19 pandemic was sentenced last week after pleading guilty to numerous misdemeanor charges related to five of the pending cases against her.
The woman, Tammy Ann Baldwin, 61, of Anderson, was identified as a chronic offender by the Shasta County District Attorney’s Office due to generating more than 40 calls for law enforcement service this year alone, according to officials.

One of Baldwin’s recent arrests involved allegations of assault after she was accused of coughing on victims in the wake of the Covid-19 pandemic.
“Witnesses described Baldwin as coming close to people in the market, including Safeway employees and EMTs, and purposefully coughing on them, causing them to fear for their safety,” the Shasta County District Attorney’s Office said after her Tuesday, July 28 guilty plea and convictions.
Accused of coughing on people during the Covid-19 pandemic and designated a “chronic offender” after generating more than 40 calls for law enforcement service in 2020, Tammy Baldwin, of Anderson, pleaded guilty last week in five of her pending cases. After pleading guilty to charges including resisting, obstructing, or delaying an officer; trespassing at multiple locations within the City of Anderson; public intoxication; and assault, Baldwin was sentenced to 360 days in jail.
She was also ordered to have no further contact with the Anderson Safeway, as well as numerous other businesses where she has caused earlier disturbances.
Online jail records indicate Baldwin remains in custody at the Shasta County Jail in Redding, where she is being held without bail.
