REDDING, Calif. — Officials have identified a man who was fatally shot outside a Redding AM/PM early Sunday morning, Oct. 4.

The alleged gunman – James Joshua Noyes, 33, of Redding, a parolee with a lengthy and violent criminal history – had been released from jail just a few hours before the deadly shooting, according to Redding PD. Despite his violent criminal history, he was released after spending only five hours incarcerated on numerous felony charges before being released.

Frustrated officials later reported, “Due to the multiple issues facing the Shasta County Jail with prisoner overcrowding and California Department of Corrections not transporting multiple sentenced inmates taking up jail bed space, Noyes was released from the Jail within 5 hours after being arrested.”

After being shot, the victim was rushed to Mercy Medical Center with CPR in progress, where he later succumbed to his injuries and passed away.

He was identified this morning as 35-year-old Emmanuel Vega, of Redding, according to Shasta County Chief Deputy Coroner Lt. Stonehouse.

“The decedent’s next-of-kin has been notified and the postmortem examination has been
completed,” said Stonehouse; adding, “The case remains under investigation by the Redding Police Department.”

REDDING, Calif. — A Redding parolee with a lengthy and violent criminal history was arrested after fatally shooting a man and fleeing from officers early this morning, Sunday, Oct. 4. He had just been released from jail hours earlier due to jail overcrowding

According to officials the alleged suspect, James Joshua Noyes, 33, of Redding, had been booked into jail the day before the deadly shooting on charges of possession of methamphetamine for sales, drug paraphernalia and a parole violation, after a domestic violence related incident.

However, “Due to the multiple issues facing the Shasta County Jail with prisoner overcrowding and California Department of Corrections not transporting multiple sentenced inmates taking up jail bed space, Noyes was released from the Jail within 5 hours after being arrested,” Redding Police Lt. Levi Solada has since reported.

“Within a matter of hours of being released, Noyes was involved in the shooting,” said Solada.

Officers with the Redding Police Department, along with Shasta County sheriff’s deputies, were dispatched to the AM/PM at the intersection of Buenaventura Blvd. and Railroad Ave. around 3 a.m., after receiving reports of a shooting.

When officials arrived they found an adult white male victim on the ground suffering from a gunshot wound in the convenience store’s parking lot.

According to witnesses, the gunman had already fled the scene in a white Mustang with blue racing stripes prior to officer’s arrival.

Officers and medical personnel immediately began life-saving efforts to the victim before Dignity Health rushed the man with CPR in progress to a local hospital for medical care.

“Shortly after arriving at the hospital, the victim died as a result of the gunshot wound,” said Solada.

The victim’s name has not been released, pending further investigation and notification of the man’s family.

While officers worked at the scene and began gathering information and details from witnesses to the deadly shooting, Redding PD investigators were summoned and assumed the investigation. Officers also obtained and reviewed video surveillance footage from neighboring businesses in the area.

Based on information gathered from witnesses and further details obtained from the video footage, officers quickly recognized Noyes from the previous day’s arrest and ID’d him as the man responsible for the fatal encounter.

Based on their investigation, officials obtained an arrest warrant for Noyes, “charging him with homicide and felon in possession of a firearm,” according to Solada.

As officials continued searching for Noyes this afternoon, they spotted him driving the white Mustang in the area of Campers Ct. in north Redding.

Officers and investigators began following Noyes and attempted to conduct an investigatory traffic stop; however, Noyes – who was the sole occupant of the vehicle – failed to stop for officers, leading to a dangerous, high-speed vehicle pursuit that reached speeds in excess of 100 mph.

As the pursuit continued southbound on Interstate 5, CHP ground and air units joined the chase, until Noyes lost control of his vehicle as he was exiting southbound Interstate 5 at Knighton Rd., spinning out and crashing into a fence, according to Solada.

“After the collision, Noyes exited his vehicle and attempted to flee on foot,” described Solada; adding, “A Redding police corporal who was immediately following Noyes’ vehicle was unable to stop as Noyes ran out in front of the officer’s police vehicle … (and) … was struck by the police car.

Despite being hit by the patrol vehicle, Noyes continued to resist officers and “failed to obey officers commands,” according to Solada; who said Redding PD’s K-9 “Otto” was used to help apprehend the fleeing man.

After his arrest, Noyes was transported to a local hospital for treatment of injuries sustained during his crash and apprehension.

“Upon release from the hospital, Noyes will be booked into the Shasta County Jail for homicide, felon in possession of a firearm, felony evading, resisting, and a parole violation. His bail will be set at $1 million,” Solada reported.

According to the Lt., Noyes has a lengthy criminal history, including a variety of arrests and prior convictions for possession of narcotics, theft related offenses, domestic violence related offenses, driving under the influence, resisting arrest and unlawfully carrying a concealed weapon.

He was sentenced to prison for burglary in 2017, where he was involved in a battery of another inmate causing serious bodily injury. He was then released from prison last February and was still on parole when this morning’s deadly shooting occurred.
