Search warrant at Redding’s Royal Syndicate Tattoo Parlor uncovers fentanyl, meth, marijuana, and more – Owner arrested

REDDING, Calif., — Authorities say an ongoing investigation into a popular Redding tattoo parlor led to the arrest of a local business owner after a search warrant uncovered fentanyl, methamphetamine, a large amount of marijuana, narcotics paraphernalia, and indicia of recent and ongoing narcotics sales Thursday afternoon, Feb. 3. The search warrant that led to the man’s arrest occurred at Royal Syndicate Tattoo Parlor, located at 2002 Hilltop Drive.

Although officials did not specify what led to the investigation that ended with the arrest of the business’s owner, Donald Stroud, 44, 0f Redding, a relative of Stroud’s, 45-year-old Stan Stroud of Redding, was arrested last month after a targeted enforcement stop led to the seizure of around four pounds of methamphetamine, along with an Uzi submachine gun and AR-15 assault rifle. Ammunition, sales-related packaging material, and narcotics paraphernalia were also seized as a result of the Jan. 21st stop.

 As part of their ongoing investigations, officers from the Redding Police Department’s Neighborhood Police Unit (NPU) and agents from the Shasta Inter-Agency Narcotics Task Force (SINTF) responded to Royal Syndicate to serve a search warrant at the business, Redding Police Sergeant Paul Slagle has since said of yesterday’s search warrant service and arrest.

After contacting Stroud outside the business, officers and agents discovered he was in possession of a “usable amount” of fentanyl, according to the Sergeant.

After detaining Stroud, officials then conducted a search pursuant to the terms of the warrant, at which time they located methamphetamine and a large amount of marijuana hidden in various places throughout the interior of the business. Officials also located narcotics paraphernalia, as well as copious amounts of narcotics-related packaging material.

Based on their investigative findings, officials arrested Stroud and he was later booked into the Shasta County Jail in Redding on suspicion of maintaining a business for the purposes of distributing controlled substances, possession of narcotics for sales and possession of marijuana for sales.

Online jail records indicate he has since been released and is no longer in custody.
