BEAUMONT — More details have emerged after a Banning man was fatally struck by an alleged drunk driver early Sunday evening, Nov. 18. According to CHP, the driver who hit the bicyclist initially fled the scene of the deadly collision, but returned to the scene of the crash several hours later and was arrested.

CHP later identified the victim as Dale Ramquist and the driver who struck him as Kyle Lee Anson, of Beaumont. Jail records indicated Anson was eventually booked into Southwest Detention Center on suspicion of first degree murder, hit and run resulting in death, and DUI resulting in death. He remains in custody on $75,000 bail.

During their investigation, CHP determined that shortly before 6 p.m., Ramquist was riding his bicycle eastbound on Oak Valley Parkway, east of Palmer Avenue. At the same time Anson was driving his Ford F-150 eastbound on Oak Valley Parkway, east of Palmer Avenue, approaching the cyclist from the rear.

Although it was dark at the time of the collision, CHP Officer Darren Meyer said in a written press release that the victim was riding within the paved bicycle lane, and had all proper safety equipment; including a helmet as well as appropriate forward and rear lighting for his bike.

“Due to Mr. Anson’s level of intoxication, he allowed his vehicle to drift to the right, and collided with Mr. Ramquist on his bicycle,” Meyer explained. “Mr. Ramquist was ejected from his bicycle, and sustained fatal injuries as a result of the collision.”

After the deadly collision, Anson did not stop or attempt to render aid to the mortally injured bicyclist and continued driving eastbound on Oak Valley Parkway, according to Meyer.

“At approximately 7:22 p.m., Mr. Anson returned to the scene, and accepted responsibility for the collision,” at which time he was arrested for a number of charges, said Meyer.

BEAUMONT — CHP is investigating after a fatal collision between a pickup truck and bicyclist left a man dead in an unincorporated area of Beaumont yesterday, Sunday, Nov. 18. The fatal collision happened in the area of San Timoteo Canyon Rd./Oak Valley Rd., east of Palmer Ave.

The driver of the pickup, who officials later said “temporarily” fled the scene of the deadly accident, later returned to where the accident occurred and was reportedly cooperating with officers investigating the fatal incident.

CHP, Cal Fire, and other emergency personnel, were dispatched to the area shortly before 6 p.m., after receiving reports of a bicyclist down in the roadway. According to the 911 caller, the vehicle that hit the bicyclist was no longer at the scene, and several people, including at least one registered nurse who was performing CPR on the critically injured rider.

Officials investigating the collision notified Beaumont and Redding police departments, as well as Riverside Sheriff’s Department, CHP, and other area agencies, to be on the lookout for any vehicles with front-end damage that may have been involved in the collision.

Coroner officials were summoned to the scene around 7 p.m., and later arrived to take custody of the victim’s body. The victim’s name has not been publicly released, pending further investigation and notification of the victim’s family.

About twenty minutes later and more than and hour and a half hours after the deadly accident, Beaumont PD located the vehicle and driver back at the scene of the crash and requested CHP respond to respond to interview and take custody of the man.

During their investigation, CHP determined the victim was riding a bicycle eastbound on Oak Valley Parkway when “for reasons still under investigation” the driver of a Ford F-150 truck “drifted to the right and struck the bicyclist,” CHP later reported.

CHP’s investigation is active and ongoing.
