Fugitive arrested during Hemet warrant service

HEMET — Details are beginning to emerge after a man was arrested by Sheriff’s Special Enforcement Bureau and SWAT members during a warrant service in the 200 block of Valley View Dr. in Hemet yesterday afternoon, Tuesday, May 21. Sheriff’s officials later reported the man arrested during the operation was wanted on an out-of-state fugitive from justice warrant.

Yesterday’s operation brought a flood of sheriff’s officials and Hemet police officers into the residential neighborhood, and ended with the apprehension of 26-year-old Derrick Tevin Kinchen. Jail records indicate that after his arrest, Kinchen was booked into Cois Byrd Detention Center in Murrieta on his fugitive from justice warrant, where he remains held without bail. He was scheduled to be seen at Riverside’s Hall of Justice today.

“This afternoon, deputies and members of the S.W.A.T unit received information about an out-of-state fugitive with an outstanding felony warrant,” Riverside Sheriff’s spokesperson Deputy Robyn Flores reported after the apprehension and arrest.

Based on the man’s unspecified charges, yesterday’s high-risk arrest included heavily-armed SWAT and Special Enforcement Bureau members, who were assisted by other sheriff’s specialized teams as well as City of Hemet police officers.

As a sheriff’s aviation crew circled over the area, officials moved into position in front of an apartment where the fugitive was suspected of being. Several sheriff’s K-9’s from area stations were seen at the location and assisted with the operation. Specially trained AMR Tactical EMS paramedics were also on hand, ready to respond at a moment’s notice to any medical needs to arise as a result of the operation.

Officials brought with them an armored tactical rescue vehicle and armored battering ram, and Hazardous Device Team members were also at the scene with robots, at least one of which was deployed and used during the warrant service.

Kinchen was taken into custody without incident, and there were no injuries to the suspect, public, or law enforcement officials, according to Flores, who did not specified what state Kinchen is wanted in, why he was wanted, or what potential charges he is facing.

Shortly after Kinchen’s arrest, Flores reported that there was no threat to public safety and that no additional information would be released at the time.

Trevor Montgomery, 47, moved last year to the Intermountain area of Shasta County from Riverside County and runs Riverside County News Source and Shasta County News Source. Trevor’s assignments included Corrections, Patrol, DUI Enforcement, Boat and Personal Water-Craft based Lake Patrol, Off-Road Vehicle Enforcement, Problem Oriented Policing Team, and Personnel/Background Investigations. He finished his career while working as a Sex Crimes and Child Abuse Investigator and was a court-designated expert in child abuse and child sex-related crimes.

Trevor has been married for more than 28 years and was a foster parent to more than 60 children over 13 years. He is now an adoptive parent and his “fluid family” includes 13 children and 15 – but soon to be 16 – grandchildren.
