Released from prison 5 days earlier due to COVID-19, man re-arrested

REDDING — Authorities say they arrested a felon who was found prowling backyards and trying to break into homes in Redding early Saturday morning, April 18.

The man who was arrested had just been released from California Department of Corrections and Rehabilitation (CDCR) custody just five days prior to this incident, after he was one of approximately 50 inmates who were released to Shasta County from the state prison system as a “protective measure” to slow the spread of the novel coronavirus within the state prison system, according to Redding Police Department.

Redding police officers were dispatched to the 800 block of State St. at 2:21 a.m., after receiving reports of a man prowling near a residence in the area, Redding Police Sgt. Paul Slagle reported after the man’s arrest. 

While officers were headed to the scene, the 911 caller told SHASCOM emergency dispatchers that the man was trying to force his way into the residence “by repeatedly banging on the front door while aggressively manipulating the locked door handle,” according to Slagle.

When officers arrived in the neighborhood they quickly located and detained Anthony Martin Parks, 31, of Shasta Lake City, in front of the residence; who was displaying the signs and symptoms of being under the influence of a central nervous system stimulant.

During their subsequent investigation, officers determined that prior to being detained Parks had prowled through several residential yards prior to being contacted officers. 

Officers further determined that Mr. Parks was on Post Release Community Supervision for making criminal threats and possession of a concealed dirk/dagger, and his release from prison custody had been expedited as a response to the COVID-19 pandemic. 

Based on their investigation officers arrested Parks and transported him to Shasta County Jail in Redding where he was booked on suspicion of prowling and for violating the terms of his PRCS probation.

He finished his career while working as a Sex Crimes and Child Abuse Investigator and was a court-designated expert in child abuse and child sex-related crimes.

Trevor has been married for more than 29 years and was a foster parent to more than 60 children over 13 years. He is now an adoptive parent and his “fluid family” includes 13 children and 16 grandchildren.
