Burney felon arrested after Redding carjacking leads to pursuit, standoff

REDDING, Calif. — Authorities arrested a knife-wielding felon after the man allegedly carjacked a vehicle from a San Francisco man visiting Redding City Hall early Friday evening, May 1.

The victim was able to flag down a passing motorist and follow his stolen car until officers arrived in the area, at which time the alleged suspect fled from officers before becoming involved in a short standoff.

City of Redding police officers were first alerted to the carjacking shortly before 6 p.m., when the 57-year-old San Franciscan called 911 to report that his vehicle had just been stolen by a man armed with a knife, Redding Police Officer R. Frank reported after the incident and arrest.

The victim told SHASCOM emergency dispatchers he had been preparing to enter his vehicle, which had been parked at Redding City Hall, when he was approached by a man holding a knife.

According to Frank the suspect, who was later identified as 28-year-old, Justin Joel Noel, “approached the victim, brandished a knife and demanded the victim’s keys to his car.”

Fearing for his safety, the victim complied and gave Noel his car keys, at which time Noel fled the area in the victim’s vehicle.

As Noel sped away, the victim called 911 and managed to get a ride from a nearby citizen and began following Noel and the stolen car.

While officers were converging on the area the victim was able to provide dispatchers with constant updates as to the suspect’s location and officers soon located the stolen vehicle less than a mile away, in the area of Market and Lincoln streets, according to Frank.

Officers attempted to conduct a traffic stop on the carjacked vehicle, but Noel refused to yield and began leading officials on a slow-speed pursuit.

The chase continued for several minutes until Noel eventually led officers back to City Hall, where officers managed to block his escape route.

Despite being surrounded by officers, Noel continued to refuse to obey officer’s commands and would not exit the stolen car; leading to a brief, but tense standoff.

Despite his resistance, Noel was taken into custody after a “short physical struggle,” described Frank.

After his arrest, Noel – who is already on felony probation in Shasta County for assault with a deadly weapon – was booked into Shasta County Jail in Redding on suspicion of carjacking, robbery, brandishing a weapon, evading and later resisting police, and violating the terms of his probation.

Online jail records indicate Noel remains in custody in lieu of $100,000 bail of bond.
