RIVERSIDE, Calif. — Riverside Police Chief Larry Gonzalez today released a Critical Incident review that included a more detailed explanation of last Tuesday’s fatal officer-involved shooting that occurred during a gang graffiti and vandalism investigation.

In the released Critical Incident video, footage captured by multiple officers’ body-worn cameras showed that the suspect killed in the shooting, since identified as 19-year-old, J. Black, running from officers while holding a gun in his hand.

At one point during the foot chase, as Black tried to run underneath a handicap ramp railing outside a building on University Avenue, he turned toward one of the pursuing officers with the gun still in his hand.

Video showed that as Black raised the gun up toward the officer, the officer discharged two rounds from his duty weapon, striking Black in the torso area, according to Gonzalez.

Video then showed Black falling to the ground and dropping his handgun, which was later found to be loaded and was recovered as evidence.

Despite life-saving efforts by both police officers and later paramedics, the suspect succumbed to his injuries and passed away at the scene.

The officer-involved shooting remains under investigation with the Riverside County Sheriff’s Department Force Investigations Detail leading the investigation. They are being assisted by the Riverside County District Attorney’s Bureau of Investigation, Riverside Police Department’s Robbery-Homicide Unit and Gang Intelligence Unit along with specialists from the Forensics Unit and the Riverside County Sheriff’s Coroner’s Office.
